Apostolic Letter

Benedict,
Bishop, Servant of the Servants of God sends greetings and the Apostolic
Blessing to his dear son, Philip Tartaglia of the clergy of Glasgow, until
now rector of the Pontifical Scots College, Rome, Bishop Elect of Paisley. Since
our Venerable Brother John Aloysius Mone has resigned from the office of
governing the see of Paisley we have sought to nominate speedily a new
Bishop and experienced pastor to that same See. Having
diligently considered the matter, our mind turned to you, dear Son, whom we
consider suitable to take up this task. You have distinguished yourself in
the diligent exercise of your priesthood in the Archdiocese of Glasgow and
in your wise administration of the Pontifical Scots College, Rome. Accordingly,
by virtue of Our Apostolic Authority, on the advice of the Congregation for
Bishops, we appoint you Bishop of the Diocese of Paisley and we grant you
all the powers and faculties, and we also impose the obligations, which the
sacred canons attach to this nomination. Having
made the Oath of office and the profession of faith, you may then be receive
Episcopal Ordination according to the liturgical rites of the Church
anywhere in the world, outside, however, of
the city of Rome. At
the same time we give you the task of suitably informing the flock of
Paisley of this our decree in which we have entrusted you with this mission.
By diligent preaching of the
Gospel, the correct administration of the Sacraments, in association with
the priests and lay faithful you are to increase the spiritual strength of
the whole Church of Paisley. Given
at Rome, at St. Peter’s, on the thirteenth day of September, in the year
of Our Lord 2005, the First of Our Pontificate.

As required by Canon 382 §3 of the Code of Canon Law, I record that on
this day, 20th November 2005, the Solemnity of Jesus Christ,
Universal King, the Right Reverend Philip Tartaglia, Bishop-Elect of
Paisley, having made the profession of faith and the oath of fidelity to the
Apostolic See in accordance with Canon 380 of the same Code, during the
celebration of Mass for the Ordination of a Bishop in St. Mirin’s
Cathedral, Paisley, presented the Apostolic Letter to the College of
Consultors in my presence.
The Mandate, signed by His Holiness, Pope Benedict XVI on 13th
September 2005, was read to the Consultors and the entire congregation by
Monsignor Joseph Marino, First Counsellor of the Apostolic Nunciature.
